Aristotle"},"content":{"rendered":"<p>An acquaintance of mine told me several years ago that the Republicans passed the Civil Rights Act of 1964.\u00a0 Being from Louisiana, I thought that was not the way I remembered it.\u00a0 I was 8 at the time so I thought I would go back and look at the historic data.\u00a0 On face value he certainly had a valid case to make.\u00a0<\/p>\n<p>Civil Rights Act of 1964 Signed into law by President Johnson on July 2, 1964.<sup id=\"cite_ref-King_8-0\"><a href=\"#cite_note-King-8\">[1]<\/a><\/sup><\/p>\n<p><strong>Here are the actual vote totals:<\/strong><\/p>\n<p>Totals are in &#8220;<em>Yea<\/em>&#8211;<em>Nay<\/em>&#8221; format:<\/p>\n<ul>\n<li>The original House version: 290-130 \u00a0 (69%-31%)<\/li>\n<li>Cloture in the Senate: 71-29 \u00a0 (71%-29%)<\/li>\n<li>The Senate version: 73-27 \u00a0 (73%-27%)<\/li>\n<li>The Senate version, as voted on by the House: 289-126 \u00a0 (70%-30%)<\/li>\n<\/ul>\n<h4>Here are the actual votes split by party:<\/h4>\n<p>The original House version:<sup id=\"cite_ref-King_8-0\"><a href=\"#cite_note-King-8\">[2]<\/a><\/sup><\/p>\n<ul>\n<li>Democratic Party: 152-96 \u00a0 (61%-39%)<\/li>\n<li>Republican Party: 138-34 \u00a0 (80%-20%)<\/li>\n<\/ul>\n<p>Cloture in the Senate:<sup id=\"cite_ref-9\"><a href=\"#cite_note-9\">[3]<\/a><\/sup><\/p>\n<ul>\n<li>Democratic Party: 44-23 \u00a0 (66%-34%)<\/li>\n<li>Republican Party: 27-6 \u00a0 (82%-18%)<\/li>\n<\/ul>\n<p>The Senate version:<sup id=\"cite_ref-King_8-1\"><a href=\"#cite_note-King-8\">[2]<\/a><\/sup><\/p>\n<ul>\n<li>Democratic Party: 46-21 \u00a0 (69%-31%)<\/li>\n<li>Republican Party: 27-6 \u00a0 (82%-18%)<\/li>\n<\/ul>\n<p>The Senate version, voted on by the House:<sup id=\"cite_ref-King_8-2\"><a href=\"#cite_note-King-8\">[2]<\/a><\/sup><\/p>\n<ul>\n<li>Democratic Party: 153-91 \u00a0 (63%-37%)<\/li>\n<li>Republican Party: 136-35 \u00a0 (80%-20%)<\/li>\n<\/ul>\n<p>However, after looking into it further I discovered the votes by region \u2013 northern versus southern.\u00a0 Here is how that looks:<\/p>\n<p><strong>Here are the actual votes split by party and region:<\/strong><\/p>\n<p><strong>Note:<\/strong> &#8220;Southern&#8221;, as used in this section, refers to members of Congress from the eleven states that made up the <a title=\"Confederate States of America\" href=\"http:\/\/en.wikipedia.org\/wiki\/Confederate_States_of_America\">Confederate States of America<\/a> in the <a title=\"American Civil War\" href=\"http:\/\/en.wikipedia.org\/wiki\/American_Civil_War\">American Civil War<\/a>. &#8220;Northern&#8221; refers to members from the other 39 states, regardless of the geographic location of those states.<\/p>\n<p>Totals are in &#8220;<em>Yea<\/em>&#8211;<em>Nay<\/em>&#8221; format:<\/p>\n<p>The original House version:<\/p>\n<ul>\n<li>Southern Democrats: 7-87 \u00a0 (7%-93%)<\/li>\n<li>Southern Republicans: 0-10 \u00a0 (0%-100%)<\/li>\n<\/ul>\n<ul>\n<li>Northern Democrats: 145-9 \u00a0 (94%-6%)<\/li>\n<li>Northern Republicans: 138-24 \u00a0 (85%-15%)<\/li>\n<\/ul>\n<p>The Senate version:<\/p>\n<ul>\n<li>Southern Democrats: 1-20 \u00a0 (5%-95%) (only Senator <a title=\"Ralph Yarborough\" href=\"http:\/\/en.wikipedia.org\/wiki\/Ralph_Yarborough\">Ralph Yarborough<\/a> of <a title=\"Texas\" href=\"http:\/\/en.wikipedia.org\/wiki\/Texas\">Texas<\/a> voted in favor)<\/li>\n<li>Southern Republicans: 0-1 \u00a0 (0%-100%) (this was Senator <a title=\"John Tower\" href=\"http:\/\/en.wikipedia.org\/wiki\/John_Tower\">John Tower<\/a> of <a title=\"Texas\" href=\"http:\/\/en.wikipedia.org\/wiki\/Texas\">Texas<\/a>)<\/li>\n<li>Northern Democrats: 45-1 \u00a0 (98%-2%) (only Senator <a title=\"Robert Byrd\" href=\"http:\/\/en.wikipedia.org\/wiki\/Robert_Byrd\">Robert Byrd<\/a> of <a title=\"West Virginia\" href=\"http:\/\/en.wikipedia.org\/wiki\/West_Virginia\">West Virginia<\/a> opposed the measure)<\/li>\n<li>Northern Republicans: 27-5 \u00a0 (84%-16%) (Senators <a title=\"Barry Goldwater\" href=\"http:\/\/en.wikipedia.org\/wiki\/Barry_Goldwater\">Barry Goldwater<\/a> of <a title=\"Arizona\" href=\"http:\/\/en.wikipedia.org\/wiki\/Arizona\">Arizona<\/a>, Bourke Hickenlooper of <a title=\"Iowa\" href=\"http:\/\/en.wikipedia.org\/wiki\/Iowa\">Iowa<\/a>, <a title=\"Edwin L. Cotton of <a title=\"New Hampshire\" href=\"http:\/\/en.wikipedia.org\/wiki\/New_Hampshire\">New Hampshire<\/a> opposed the measure)<\/li>\n<\/ul>\n<p><a href=\"http:\/\/en.wikipedia.org\/wiki\/Civil_Rights_Act_of_1964\">http:\/\/en.wikipedia.org\/wiki\/Civil_Rights_Act_of_1964<\/a><\/p>\n<p>\u00a0<br \/>\nAfter seeing this it came back to me why I thought the Republicans opposed the Civil Rights Act of 1964.\u00a0 The reason I remembered it this way was because all the Southerners I knew switched parties from Democrat to Republican after that vote.\u00a0 The Democratic Party in the Deep South largely became Republican in the years that followed.\u00a0 It seems that Civil Rights raised a demon, the cry from the dying pangs of ghost of the Civil War.\u00a0 Apparently, the Southern Democrats blamed their party for enacting the Civil Rights Act of 1964 and seemed to have found a new and welcome home in the Republican Party.\u00a0 This is why I associated the Republicans with opposing the act \u2013 everyone I knew while growing up that opposed it were Republicans \u2013 now.<\/p>\n<p><a href=\"#cite_note-King-8\">[1]<\/a><\/sup>^ Dallek, Robert (2004), Lyndon B.
